Paul Bouey serves as the Deputy U.S. Global AIDS Coordinator, responsible for Strategic Information (SI) and Budget & Management, in the Office of the U.S. Global AIDS Coordinator, which leads implementation of the U.S. President's Emergency Plan for AIDS Relief (PEPFAR).
Dr. Bouey previously served as a Senior Advisor to the Director of Strategic Information for PEPFAR from 2006 to 2009. In this capacity, he provided oversight and support to SI activities at headquarters and supported development and implementation of a unified SI strategy for PEPFAR. He also served as the PEPFAR SI representative to UNAIDS, WHO, and Global Fund. Prior to joining PEPFAR, Dr. Bouey was the Director of Evaluation with the Pangaea Global AIDS Foundation from 2001 to 2006. He was resident in China from 2004 to 2006, and seconded to WHO Beijing in the first year. During this initial period, he supported the Chinese national planning and evaluation strategies, and contributed to WHO and UNAIDS efforts to improve the quality of multilateral work in the country. In the second year, Dr. Bouey developed and initiated implementation of a monitoring and evaluation strategy for service delivery programs in western China. From 2001 to 2004, he supported monitoring and evaluation components of expanding systems of HIV/AIDS treatment and care in Rwanda, South Africa, and Ethiopia. Prior to this time, he served as Director of Research and Evaluation for the National Native American AIDS Prevention Center from 1996 to 2001. In this capacity he supported the monitoring and evaluation of HRSA and CDC projects for Native Americans, and in his final year he functioned as the Interim Executive Director.
Dr. Bouey holds a Ph.D. in Anthropology from the University of California, Davis, and an MPH from Johns Hopkins University School of Hygiene and Public Health.
