Technical Considerations for Country/Regional Operational Plan (COP/ROP) Fiscal Year 2016

PEPFAR supports the landmark 2015 World Health Organization (WHO) Consolidated Guidelines on the Use of Antiretroviral Drugs for Treating and Preventing HIV Infection, which call for anyone infected with HIV to be treated immediately. Treatment for all is critical to achieving the Global Goal target of ending the AIDS epidemic by 2030, which can be done with a more efficient use of existing resources and critical policy changes in countries with a high HIV/AIDS burden.

As referenced in the 2016 PEPFAR Technical Considerations, PEPFAR is working with countries to move immediately to Test and START through the adoption and implementation of the 2015 WHO guidelines, including those related to differentiated service delivery. In the development and implementation of its 2016 Country/Regional Operational Plans, PEPFAR will support countries for one-time commodities funds to immediately expand drug availability for longer follow-up intervals and greater impact.
